Mayor of Peru is publicly whipped before being sworn into office

Newscast Media -- Before being sworn in as mayor of Chilca, Peru, Abraham Carrasco Talavera knelt down before a crucifix and absorbed three lashes as a sign that he would fulfill his campaign promises.
The whipping was done by Cupertino Saenz, who is considered by the media to be the most respected citizen in Chilca. Each lash followed a reminder by Saenz in the Chilca language to the mayor: Don't steal. Don't lie. Don't be lazy.
After enduring the whipping, the mayor-elect thanked Saenz, the whipper, and repeated his campaign promises to his constituents. Add Comments>>
